Norman Anderson was born in Fargo, North Dakota. He graduated from UND in 1975 with a B.A. in Philosophy and then went on to get an M.A. in Philosophy in 1977 from the University of Minnesota. In 1982 he received a Juris Doctorate from UND Law School. After law school, he clerked for Justice VandeWalle. Judge Anderson went to work for the US Attorney's Office in 1983 as a federal prosecutor and retired from there in 2007. He then worked as a part-time contract hearing officer for WSI and OAH until 2013, when he was appointed a District Judge in Cass County. Judge Anderson retired from the judgeship in 2018 and once again began work as a contract ALJ for OAH in 2019.
