David Garner joined the Office of Administrative Hearings on April 13, 2026. A native of Brockton, MA, Judge Garner began his connection to North Dakota in 1994, serving in the United States Air Force at the Grand Forks Air Force Base, and has lived in North Dakota for over 20 years. Judge Garner graduated magna cum laude from both the University of Connecticut, with a Bachelor of Arts in Economics, and Quinnipiac University School of Law, subsequently clerking for the Honorable Peter T. Zarella of the Connecticut Supreme Court. Judge Garner previously worked in private practice for 13 years specializing in oil and gas and real estate law and served as an Assistant Attorney General for North Dakota for 10 years, representing the Board of University and School Lands and the Industrial Commission.
